St. Johns County Conducting Sewer Line Smoke Testing in Hastings
The St. Johns County Utility Department will be conducting sanitary sewer line smoke testing in Hastings, April 3rd – 6th. The smoke is harmless and is used to detect defects and storm water cross connections in the sewer system. Residents have received notice through letters, door tags and public signage. The Fire Department and Sheriff’s Office are aware of the testing. The St. Johns County Utility Department Inflow/Infiltration Reduction Program’s objective is to remove storm water sources from the sanitary sewer system, keep wastewater treatment costs and sanitary sewer rates low, and protect the environment. Sanitary smoke testing is a standard method of detecting sewer defects and storm water cross connections to the sanitary sewer system. Smoke testing consists of placing a high capacity blower on top of a sanitary sewer manhole and forcing “smoke” down into the sewer system. The smoke travels through the sewer system and escapes through any connection, cracks, leaks, etc., and quickly reveals sources of Inflow/Infiltration. The smoke used for smoke testing is non-toxic and non-hazardous and is manufactured specifically for this purpose. On November 7, 2017, more than 80 percent of Hastings voters cast a ballot to dissolve the Town of Hastings and revoke its charter. As a result, all Hastings residents will reside in unincorporated St. Johns County effective March 1, 2018.
The County will provide services to the area in accordance with all applicable federal and state regulations, and consistent with County policies and practices. In addition, residents will now benefit from lower ad valorem taxes, decreased water and wastewater utility rates, and increased service levels as a result of the dissolution.
St. Johns County recognizes the Town of Hastings’ rich history and tradition and will partner with the community to preserve that unique heritage and culture before and after the transition. As part of the dissolution process, St. Johns County will also work cooperatively with Hastings staff and Commission members to implement a transition plan and ensure a smooth conversion with an expected transition date of February 28, 2018, for St. Johns County to begin providing programs and services. Prior to that date, Town of Hastings staff will continue to provide services while working with the County to identify community needs.
