About CDBG-DR

The U.S. Department of Housing and Urban Development (HUD) allocated Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the State of Florida Department of Economic Opportunity (DEO). This funding is being distributed in federally-declared disaster counties impacted by Hurricane Matthew including St. Johns County for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 United States Code (U.S.C) 5301 et seq.) and described in the State of Florida CDBG-DR Action Plan. DEO has provided $89,632,120.00 in CDBG-DR funding to St. Johns County to implement programs in support of the County’s recovery from Hurricane Matthew. Allocations, waivers, and alternative requirements applicable to this funding are published in the Federal Register on August 7, 2017 at 82 FR 38812; January 18, 2017 at 82 FR 5591; and November 21, 2016 at 81 FR 83254. Recovery Programs

The County entered into a sub recipient agreement with DEO to administer the following recovery programs including:

  • Housing Program (as of 5/2/2022)
    • 162 Qualified Homes ($27.5 million)
    • 144 – Approved
    • 14 – Pre-Construction
    • 66 – Under construction
    • 62 – Completed
  • Affordable Housing Program
    • San Marcos Heights – ($15 million)
      • 170 Hometown Lane, St Augustine, FL
      • Began construction May 2021. Interior finishes ongoing for Building 1, 2,3 and Clubhouse. Rough structure underway Building 4.
      • 132 units of affordable rental apartments
      • Expected leasing beginning June 2022

    • Victoria Crossing – ($15 million)
      • 1850 SR 207, St Augustine, FL
      • Began construction November 2021. Rough structure ongoing for all buildings. Stucco complete on Building 1.
      • Site utilities installation ongoing.

      • Expected pre-leasing beginning Summer 2022
  • Infrastructure Program
    • Hastings Phase 1 – Drainage upgrade
      • Completed - $877.5 K
    • Hastings Phase 2 – Lift Station Upgrades
      • Completed - $925.9 K
    • Hastings Phase 3 – Water Treatment Plant Upgrades
      • Construction Start – November 2021. Wall pours continue. New transformer installed and tied to primary power. Scheduled completion January 2023 - $6.66 million
    • Armstrong Road Drainage – Improve drainage in Elkton area
      • Site clearing has begun – Scheduled completion Fall 2022 - $1.378 million
    • Avenue D/Tart Rd Drainage – Improve drainage north St Augustine
      • Completed - $1.89 million
    • Big Sooey – Improve drainage Hastings Area
      • Final permit received. Expected advertisement for bids early May 2022 – Scheduled construction start – Summer 2022 – $2.1 million
    • Cypress Road /St Augustine – Improve drainage West St Augustine
      • Construction Start – November 2021. 60%  Complete. Scheduled Completion Summer 2022 - $2.1 million
    • S. Holmes Blvd – Improve drainage West St Augustine
      • Awaiting 3 Final Easements. Scheduled Construction Start – Summer 2022 - $4.5 million
    • S. Orange St – Improve drainage West St Augustine
      • Construction Start – September 2021.  95% Complete.  Final change order received.  Scheduled Completion July 2022 - $830.6K
    • Oyster Creek/N. Rodriguez St Drainage – Improve drainage West St Augustine
      • Construction Start – December 2021. Pond construction complete.  51% Complete. Scheduled completion Summer 2022 - $1.18 million
    • Santa Rosa – Improve drainage West St Augustine
      • 100% plans approved. Awaiting final easements. Scheduled Construction Start – Summer 2022 - $3.4 million
