About CDBG-DR

The U.S. Department of Housing and Urban Development (HUD) allocated Community Development Block Grant Disaster Recovery (CDBG-DR) funds to the State of Florida Department of Economic Opportunity (DEO). This funding is being distributed in federally-declared disaster counties impacted by Hurricane Matthew including St. Johns County for activities authorized under Title I of the Housing and Community Development Act of 1974 (42 United States Code (U.S.C) 5301 et seq.) and described in the State of Florida CDBG-DR Action Plan. DEO has provided $89,632,120.00 in CDBG-DR funding to St. Johns County to implement programs in support of the County’s recovery from Hurricane Matthew. Allocations, waivers, and alternative requirements applicable to this funding are published in the Federal Register on August 7, 2017 at 82 FR 38812; January 18, 2017 at 82 FR 5591; and November 21, 2016 at 81 FR 83254. Recovery Programs

The County entered into a sub recipient agreement with DEO to administer the following recovery programs including:

  • Housing Program (as of 9/1/2022)
    • 159 Qualified Homes ($29.87 million)
      • 159 – Approved
      • 1 – Pre-Construction
      • 72 – Under construction
      • 86 – Completed
  • Affordable Housing Program
    • San Marcos Heights – ($15 million)
      • 170 Hometown Lane, St Augustine, FL
      • Began construction May 2021.  Interior finishes complete for Buildings 1, 2, 3, and Clubhouse. Landscaping complete. Awaiting Certificate of Occupancy.
      • 132 units of affordable rental apartments
      • Expected leasing beginning September 2022

      • 1850 SR 207, St Augustine, FL
      • Began construction November 2021.  Rough structure continues for all buildings. Interior framing complete for Buildings 1, 2, 3, and Clubhouse. Roof trusses set for Buildings 1, 2, 3, and Clubhouse.
      • Phase 1 paving complete
      • Site utilities installation ongoing.
      • 96 units of affordable rental apartments
      • Expected pre-leasing beginning Summer 2022
  • Infrastructure Program
    • Hastings Phase 1 – Drainage upgrade
      • Completed - $877.7 K
    • Hastings Phase 2 – Lift Station Upgrades
      • Completed - $927.4 K
    • Hastings Phase 3 – Water Treatment Plant Upgrades
      • Construction Start – November 2021. Installed Surge Tank Discharge Header. Leak tested BNR Tank. Scheduled completion January 2023 - $6.66 million
    • Armstrong Road Drainage – Improve drainage in Elkton area
      • Construction Start – April 2022. Pond cleared Crossing installed across Armstrong Road. 45% complete.
    • Avenue D/Tart Rd Drainage – Improve drainage north St Augustine
      • Completed - $1.829 million
    • Big Sooey – Improve drainage Hastings Area
      • Reaward scheduled for BoCC September 6.  Scheduled construction start – Fall 2022 – $4.8 million
      • Bid contract will be executed as soon as Sam.gov registration is completed by the contractor – Scheduled construction start – Summer 2022 – $4.8 million
    • Cypress Road /St Augustine – Improve drainage West St Augustine
      • Construction Start – November 2021. 99% Complete. Scheduled Completion Summer 2022 - $2.177 million
    • S. Holmes Blvd – Improve drainage West St Augustine
      • Final easements obtained. Awaiting final FDEP permit. Bid documents under review. Scheduled Construction Start - Late summer 2022- $4.5 million
    • S. Orange St – Improve drainage West St Augustine
      • Construction Start – September 2021. 98% Complete.  Sod, clean up remains. Scheduled Completion September 2022 - $939.6K
    • Oyster Creek/N. Rodriguez St Drainage – Improve drainage West St Augustine
      • Construction Start – December 2021.Fence remaining to be installed. 98% construction complete. Scheduled completion Late Summer 2022 - $1.052 million
    • Santa Rosa – Improve drainage West St Augustine
      • Bid posted to Demandstar.  Start – Late summer 2022 - $3.4 million
