Comprehensive Operations Analysis of the Sunshine Bus Company – The Center of Urban Transportation Research (CUTR) conducted a Comprehensive Operations Analysis of the Sunshine Bus system to identify comprehensive improvements that could be made over a five year implementation period. St. Johns County is the recipient of public transportation funding from federal, state, and local sources. As a recipient of these funds, St. Johns County is responsible for maintaining compliance with Title 49 Code of Federal Regulations Chapter 53. The funding is solely for the operation of services within the County. The County contracts with the St. Johns County Council on Aging for the day-to-day operation of the public transportation system. As the recipient of the funding, St. Johns County is obligated to ensure that all funds are expended in accordance with state and federal regulations. While this responsibility is passed through to the COA by contract, the county is responsible for oversight and monitoring the COA.

The St. Johns County Sunshine Bus Company provides two distinct modes; a Fixed-Route system, with an established schedule that operates within the St. Augustine Urbanized Area, and a Demand Response door-to-door service, or paratransit service that operates by reservation and is available to those qualified as Transportation Disadvantaged, as well as those who qualify for Medicaid non-emergency transportation.

Bus Stop Shelter Installations In April 2013, St. Johns County installed new bus shelters for riders of the fixed route system, known as the Sunshine Bus, operated by the St Johns County Council on Aging.

St Johns County’s Transit Development Plan (TDP) is a ten-year strategic vision that guides transit funding to serve the mobility needs of our community while providing and a clean, safe, convenient, and reliable transit system. The St Johns County 2021 Major Update of the Transit Development Plan (TDP), adopted on August 17, 2021, is the strategic guide for public transportation in St Johns County. The Florida Department of Transportation requires public transit providers that receive state funding to develop and adopt a TDP consistent with Chapter 14-73.001 of the Florida Administrative Code, and section 341.071 of the Florida Statutes. A major update to the TDP is conducted every five years, and an Annual Progress Report is done in the years following the major update. Title VI of the Civil Rights Act of 1964 prohibits discrimination on the basis of race, color, or national origin in programs and activities receiving Federal financial assistance. Title VI provides that “no person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.” (42 U.S.C.
