St. Johns County Proceeds with $25 Million in State Road 16 Improvements

The two projects feature widening improvements and new signals.

At the June 17, 2025, St. Johns County Board of County Commissioners (BCC) Regular Meeting, the BCC approved Resolutions to execute contracts totaling more than $25M in road improvement projects for State Road 16 (SR 16).

“We are ecstatic about moving ahead on these two critical road improvement projects,” said Greg Caldwell, Public Works Director. “These improvements will reduce traffic delays, increase roadway connectivity, and enhance the safety of drivers, bicyclists, and pedestrians that use SR 16.”

  • The construction of roadway widening improvements on SR 16, from International Golf Parkway (IGP) to County Road 2209 (CR 2209), was awarded to C.W. Matthews Contracting Co., Inc., as the lowest, responsive and responsible bidder for $21,460,052. The scope of this project includes widening SR 16 to four lanes from IGP to CR 2209, improvements to the SR 16 and IGP intersection, and construction of the intersection of SR 16 and CR 2209.
  • The construction improvements and signalization for the intersections of SR 16 with both Stratton Boulevard and Industry Center Road were awarded to Besch and Smith Civil Group, Inc. as the lowest, responsive, and responsible bidder for $4,340,464.10. The scope of this project includes the construction of four two-phase traffic signals, the addition of two median openings, and the provision of signal-protected crosswalks for pedestrians.

Grants from the Florida Department of Transportation partially fund both projects.

“These SR 16 projects are two of the current 42 transportation projects budgeted at more than $205 million in the County’s capital improvement program,” added Caldwell.
