St. Johns County will host a town hall on Proposed Property Tax Amendment 3 from 6:30 to 8 p.m. Tuesday, September 29, at the St. Johns County Auditorium, 500 San Sebastian View, St. Augustine.
The town hall will provide residents with information about the proposed constitutional amendment, its potential effects on St. Johns County revenues, and how changes to property-tax revenue could affect the County budget. County Administrator Joy Andrews will lead the town hall, with Wade Schroeder, Office of Management and Budget Director for St. Johns County, providing information about the potential financial effects of the amendment.
The town hall will also be livestreamed on the County’s GovTV, Facebook, and YouTube platforms for residents who are unable to attend in person. A recording of the town hall will be available on these platforms following the event.
Residents are encouraged to submit questions in advance for County Administrator Joy Andrews to address during the town hall by 5 p.m. on Monday, September 28, through the County’s online Amendment 3 Town Hall Question Form.
Any submitted questions that are not addressed during the town hall will be answered and posted to the County’s Proposed Property Tax Amendment 3 webpage following the event.
The proposed amendment will appear on the November 3, 2026, General Election ballot. If approved by Florida voters, the amendment would increase the homestead exemption used to calculate county, municipal, special district, and other non-school property taxes for qualifying properties, reduce the assessment cap for most non-homestead properties, and establish additional residency requirements for the expanded homestead exemption.
The County has been preparing for the potential fiscal effects of Amendment 3 since May, including reviewing County services, staffing, contracts, capital projects, fees, and funding sources. According to estimates from the Florida Office of Economic and Demographic Research, St. Johns County could experience property-tax revenue reductions of approximately $68.3 million in FY 2028, $136.1 million in FY 2029, with continued revenue reductions annually to $191.6 million in FY 2032 if the amendment passes.
The County does not advocate for or against the proposed amendment. The town hall will provide residents with factual information about the proposal and its potential effects on County operations and finances.
