Planning and Zoning Agency

Overview

The purpose of the Planning and Zoning Agency is to serve as the County’s Local Planning Agency. The primary responsibility of the Planning and Zoning Agency is to serve in an advisory capacity and recommending body to the Board of County Commissioners on matters relating to land use planning, zoning of land, Comprehensive Plan Amendments, amendment of Land Development Regulations, and Major Modifications to PUD’s.

Ponte Vedra Zoning and Adjustment Board

Overview

The purpose of the Ponte Vedra Zoning and Adjustment Board is to review, make recommendations or take final action on applications in accordance with the Ponte Vedra Zoning District Regulations that regulate the height and size of Buildings; regulate the intensity of Land use; regulate the area of yards, courts and other space about Buildings, classify and regulate the location of commerce and industries and the location of Buildings designed for specified industrial, commercial, residential and other uses, within that portion of St. Johns County heretofore described as Ponte Vedra Zoning District.

Overview

The purpose of the North Coastal Design Review Board is to maintain, protect, and enhance the diverse and unique character of the North Coastal Corridor and its established beach community, respect the well-documented history of the area, and achieve specific goals and objectives of the St. Johns County Comprehensive Plan. The Design Review Board’s (DRB) primary responsibility is to determine compliance with Part 3.09.00 North Coastal Overlay District and Part 3.10.00 Vilano Beach Town Center Overlay of the St. Johns County Land Development Code.

Overview

PROPOSED PROJECT SITE

The Community Meeting will be held on Thursday, July 30, 2026, from 6 PM to 7 PM at the Chandler Oaks Barn, 490 Chandler Oaks Lane, St. Augustine, FL 32092. The development includes a waterfront restaurant, special event venue with on-site lodgings and multi-slip transient docks within the southern section of the St. Johns River.
The property owner has submitted the following applications: CPA(SS) 2026-05, a request to change the property’s future land use designation from Residential-A to Rural Commercial, SUPMAJ 2026-08, a request to allow for a Fish Camp, Special Event Venue and the Sale and On-Site Consumption of Alcohol, and ZVAR 2026-TBD, a variance request to allow transient docks for non-residential uses within St. Johns River-South (SJR-S (1)).

NOTICE   OF Northwest Sector COMMUNITY PLANNING PUBLIC PARTICIPATION MEETING REGARDING: Bartram Park Development of Regional Impact Modification (DRI MOD 2025-02); Bartram Grove PUD Major Modification (MAJMOD 2025-08); and companion Small Scale Comprehensive Plan Amendment (CPA(SS) 2025-07) applications – The requested applications propose to: (1) modify the Bartram Park DRI 2001-139 (as amended, 2019-166) to add 42.3 acres+/- located on the south side of Race Track Road, between East Peyton Parkway and State Road 9B, to the DRI boundary; increase the maximum commercial entitlement to 500,000 square feet; and convert 20,000 square feet of commercial entitlements to 169 residential dwelling units (DUs), increasing the maximum number of residential dwelling units from 646 to 815 with no additional external vehicular trips added; (2) modify PUD Ordinance 2017-15 (MAJMOD 2025-08) to rename the development to “Bartram Grove PUD and allow a maximum of 90 single-family DUs, 90 multifamily DUs, and 50,000 square feet of commercial and office uses; and (3) revise the 2050 Future Land Use Map designation (CPA(SS) 2025-07) of approximately 44.29 acres +/- from Intensive Commercial (IC) to Mixed Use District (MD) and to amend site specific text Policy A.1.11.1(m)(8)(x) to limit the development to a maximum of 180 residential DUs (90 single family attached & 90 single family detached), along with 50,000 square feet of retail/commercial and office uses on the subject property. Proposed access to the subject property will be provided via Race Track Road.
