Transportation Development Division

Overview

The Transportation Development Division is responsible for maintaining the County’s Concurrency Management system for our transportation network, our transit program, and our Development Technical review team. Together, the Division reviews projects for consistency with our Comprehensive Plan and Land Development Code to ensure projects meet the standards of St. Johns County. Staff also handles inspections of active construction and provides engineering expertise through Code Enforcement cases.

Transit Development Plan (TDP) Survey

The North Florida TPO is working with St. Johns County through our consultant ETM for a major update of the Transit Development Plan (TDP) required every five years. St. Johns County provides public transportation to individuals of all ages.  A TDP is a 10-year horizon plan required by the Florida Dept. of Transportation (FDOT) that serves as a basis for defining public transit needs.  The plan is a prerequisite for state funds and serves as a transit planning, development and operational guidance document. 

Public participation is an important part of the plan.  We have created several public participation opportunities, including a public survey to collect and consider public input and opinions during the plan’s development. The survey questions focus on the role of public transit, community trends, needs and priorities.  Responses will be anonymous, and feedback will be summarized in a report. Survey closes on June 5, 2026.

Our Responsibilities

Transportation Planning / Concurrency

Transportation Planning efforts include immediate and long term coordination and planning to achieve a balanced transportation system (safe and efficient) for vehicles, bicycles and pedestrians, including development of the Transportation Element of the Comprehensive Plan and the Traffic Circulation Plan, as well as implementation and management of the Concurrency Management System to maintain adopted levels of service. Transportation Planning is also responsible for the review of development projects for consistency with transportation planning efforts and concurrency, and coordinates with other local, state, and regional agencies such as the North Florida TPO, Northeast Florida Regional Council, and Florida DOT on transportation issues.

Development Technical

The Technical Division is responsible for the review, construction inspection, and acceptance of all privately-funded development projects. The reviews include a variety of projects such as subdivisions, commercial developments, roadway construction and extensions, residential grading plans, and floodplain management reports, among others. Reviews typically focus on site access, drainage, roadway improvements, traffic conveyance, and proper road construction.

Transit

St. Johns County is the recipient of public transportation assistance funding from both state and federal sources. As a recipient, St. Johns County is responsible for the administration and management of that funding in providing public transportation services throughout the County which includes both fixed route and demand response services. Fixed route service provides service along designated routes at specified times. Demand response service provides door to door services for citizens who are unable to access the fixed route but qualify as transportation disadvantaged.
