Stormwater permit fees, forms and resources

A stormwater permit is required from the St. Johns River Water Management District for almost any work that affects natural or man-made drainage systems or changes the use of a property or the structures on it. The following is a summary of the requirements from the St. Johns County Land Development Code. This is presented as informational only, and persons planning a project should refer to the Code for details or contact one of the county technical review engineers. There are levels of stormwater design requirements depending on the type, size and impact of a project. There are exempt projects, minor projects and those requiring full design and code compliance.

Reducing the pollution depends on every person preventing harmful natural or chemical substances from entering the drains. St. Johns County is responsible for controlling and maintaining its municipal stormwater system. However, it is everyone’s responsibility to reduce the amount of trash and pollution that is carried into the drains. Local taxpayers have to foot the bill for cleaning out the municipal stormwater system, and it is much more cost-effective to stop the problem at the top of the pipe than further downstream.

New structural safety inspection requirements for residential condominiums and cooperatives of three (3) stories or more have been adopted by the State.

Our Summer Camp program emphasizes outdoor activities and is staffed by experienced, motivated leaders from within our community. Campers get to participate in a variety of activities including field trips, arts & crafts, and swimming.

The U.S. Army Corps of Engineers (USACE) awarded a maintenance dredging contract to Southwinds Construction, for the removal of material from the navigable channel of the Intracoastal Waterway (ICW). This beach-compatible material will then be used on Summer Haven Beach in efforts to close the breach and build up the beach. This project is complete and the Contractor has demobilized as of March 2024.

In an effort to maximize the recovery of money invested in County owned surplus property, the County has signed an agreement with a firm known as Great Expectations Auction Company, LLC. This firm maintains a website with a page dedicated to listing information regarding St. Johns County surplus property that is available for sale to the public. Surveying and Mapping provides project and geodetic surveying services to many County Departments and Divisions including, but not limited to, Geographic Information Systems, Engineering Division, Real Estate Division, Road and Bridge Department, Recreation Department, Utility Department, Solid Waste Department, Construction Services, Fire Services, Sheriff’s Office, and County Attorney’s Office.

Funding for Tourist Development Council programs is provided by a “bed tax” paid by overnight visitors to St. Johns County. First established by County Ordinance 86-72, the “bed tax” or Local Option Tourist Development Tax (LOTDT) is assessed on short-term transient rentals. Hotel/motel rooms, campground spaces, condominiums, apartments and even private home rentals are subject to the tax if they are rented for six months or less. The current level of the county-wide tax is five percent, which is outlined in County Ordinance 21-34. Chapter 125.0104 Florida Statutes is the state-enabling legislation, which includes procedures for implementing the tax and how the proceeds can be used, among other things.

The Tourist Development Council helps produce a tourist development plan that outlines how the proceeds of the 5% Tourist Development Tax (TDT) will be used for five specified spending categories, provided in Ordinance 2021-43.

The Tourist Development Council is comprised of nine members appointed by the Board of County Commissioners. Three are elected officials including the Chairman of the Board of County Commissioners, or their designee, and two elected municipal officials, one of which must be from the County’s most populous municipality. Up to four members (but not less than three members) are owner/operators of tourist accommodations which are subject to bed tax. The remaining members are persons involved in tourist-related businesses other than accommodations. All members must be electors of St. Johns County.

Did you know 14% of indoor water usage is lost to leaks? Our new Customer Portal provides a simple web interface where you can view usage statistics, compare their usage against temperature and rainfall, and receive custom usage alerts via email and text message.

Traffic signals and signs provide for the safe and efficient traffic flow through our County’s intersections, routes, and roads. The St. Johns County Traffic & Transportation Department follows strict Federal operating standards for the installation and maintenance of traffic signals and signs. We are required to comply with the Federal Highway Administration Manual on Uniform Traffic Control Devices specifications.

Transportation Planning efforts include immediate and long term coordination and planning to achieve a balanced transportation system, safe and efficient for vehicles, bicycles and pedestrians, including development of the Transportation Element of the Comprehensive Plan and the Traffic Circulation Plan, as well as implementation and management of the Concurrency Management System to maintain adopted levels of service. 

The Hurricane Damage Assessment Survey has ended.

This program is responsible for engineering design reviews and construction inspection of all proposed developments/subdivisions and county utility expansion projects and is the principal contact for developers, consulting engineering firms and contractors regarding water and wastewater utilities. The program also develops and manages all utility department capital improvement programs and reviews and processes FDEP and FDOT permit applications.

St. Johns County Utility Department (SJCUD) Development Group is responsible for overseeing the planning, design, and construction of new water, sewer and reclaimed infrastructure within the County’s Utility Service Area. All utility work must be approved by SJCUD prior to commencement of construction. Listed below are the manual, materials, details, and forms used by the Development group.

A vital service the St. Johns County Utility Department provides is locating utility lines. This is done by SJCUD employees going out and surveying areas and marking where the lines are with spray paint and flags. Currently, 2,500 to 3,000 locate services are completed each month to help protect infrastructure under the ground.

Effective March 5, 2019, the St. Johns County Board of County Commissioners passed Ordinance #19-13, requiring the registration of vacant and abandoned properties within the County. This vacant property registry will provide our municipal government with contact information relative to the parties responsible for abandoned, foreclosed, and vacant properties. The associated vacancy registration fees required by this ordinance will also help offset the cost incurred by our governmental departments to monitor and address these vacant properties. Ultimately, utilizing this vacant property registry will significantly aid in encouraging the repair and rehabilitation of vacant and abandoned properties, thus contributing to the stabilization of surrounding property values and the public safety of our communities. 

Viva Vilano! Vilano Beach Main Street, Inc. announces its newest video release highlighting the style, personality, and history of St. Johns County’s Vilano Beach. The Vilano Beach Town Center is a walkable half mile area between two waterfronts with a unique sense of place. It is located two miles over the Intracoastal Waterway from St. Augustine, the oldest city in America founded in 1565; and became a Florida Main Street Community in 2003.
