The Short Term Vacation Rental Ordinance is established to provide for registration, basic health, safety, parking, and solid waste requirements to help mitigate the effects of short term vacation rentals in an attempt to make them safer, more compatible with existing neighborhood regulations and provide accountability for their proper operation.

Since 1976, the Florida Small Business Development Center at the University of North Florida (SBDC) has helped more than 35,000 small businesses in an 18-county area. The SBDC provides assistance through management advice and technical training with little to no-cost to the potential, fledgling and/or well-established small business owners.

SJCUD works to maintain and improve the efficiency of SJCUD sanitary collection system and treatment plants and to prevent sewer overflow and backups. The sanitary sewer collection system and treatment plants have a maximum flow capacity of wastewater that can be handled. Rainwater and groundwater entering the sewer system takes up this capacity and can result in sewer overflows, sewer backups in homes, and unnecessary costs for treatment of this water. It can even lead to unnecessary expansion of the treatment plants to handle the extra capacity. These costs get passed on to the consumer.

Social Services Division provides interviewing, screening, and eligibility determination to applicants requesting assistance based on financial hardship. Upon approval, the applicant would be exempt from the County’s solid waste collection assessment and from the solid waste recycle assessment. This exemption is established by County resolution, which is based on the Federal Poverty Level.

Recent hurricanes and northeasters have severely eroded South Ponte Vedra Beach (SPV). The southern end of this dredge project will tie in with the northern end of a U.S. Army Corps of Engineers (USACE) Coastal Storm Risk Management (CSRM) project which just wrapped up its second nourishment in December 2023.

In an effort to keep our beaches well maintained, clean and safe, St. Johns County requires that all special events on our beaches have a Special Event Permit. The permit fees go directly back into preserving our beaches and keeping the public protected.

St. Johns County Department of Emergency Management, St. Johns County Public Health Department, and many other county agencies and volunteers have established Special Medical Needs Shelters for use during an evacuation situation.

Procedures for Registering a Contractor License in St. Johns County

Stormwater permit fees, forms and resources

Stormwater management is necessary to prevent the loss of life and property due to flooding, to reduce expenses related to flood control and maintenance of storm drain systems, and to minimize the adverse impact of development and related construction activities. The rights of other landowners must be respected with regards to the volume and rate of discharge from a project site. This includes upstream and downstream impacts in collection, storage and conveyance systems, and impacts to other hydraulically connected areas. Special consideration must also be given to sediment generated during construction and impacts to “volume sensitive” areas which may have limited or no drainage outlet.

Reducing the pollution depends on every person preventing harmful natural or chemical substances from entering the drains. St. Johns County is responsible for controlling and maintaining its municipal stormwater system. However, it is everyone’s responsibility to reduce the amount of trash and pollution that is carried into the drains. Local taxpayers have to foot the bill for cleaning out the municipal stormwater system, and it is much more cost-effective to stop the problem at the top of the pipe than further downstream.

New structural safety inspection requirements for residential condominiums and cooperatives of three (3) stories or more have been adopted by the State.

Our Summer Camp program emphasizes outdoor activities and is staffed by experienced, motivated leaders from within our community. Campers get to participate in a variety of activities including field trips, arts & crafts, and swimming.

The U.S. Army Corps of Engineers (USACE) awarded a maintenance dredging contract to Southwinds Construction, for the removal of material from the navigable channel of the Intracoastal Waterway (ICW). This beach-compatible material will then be used on Summer Haven Beach in efforts to close the breach and build up the beach. This project is complete and the Contractor has demobilized as of March 2024.

In an effort to maximize the recovery of money invested in County owned surplus property, the County has signed an agreement with a firm known as Great Expectations Auction Company, LLC. This firm maintains a website with a page dedicated to listing information regarding St. Johns County surplus property that is available for sale to the public. Surveying and Mapping provides project and geodetic surveying services to many County Departments and Divisions including, but not limited to, Geographic Information Systems, Engineering Division, Real Estate Division, Road and Bridge Department, Recreation Department, Utility Department, Solid Waste Department, Construction Services, Fire Services, Sheriff’s Office, and County Attorney’s Office.

Funding for Tourist Development Council programs is provided by a “bed tax” paid by overnight visitors to St. Johns County. First established by County Ordinance 86-72, the “bed tax” or Local Option Tourist Development Tax (LOTDT) is assessed on short-term transient rentals. Hotel/motel rooms, campground spaces, condominiums, apartments and even private home rentals are subject to the tax if they are rented for six months or less. The current level of the county-wide tax is five percent, which is outlined in County Ordinance 21-34. Chapter 125.0104 Florida Statutes is the state-enabling legislation, which includes procedures for implementing the tax and how the proceeds can be used, among other things.
